Give communities a say over HMOs
Communities across Liverpool have been alarmed at the increasing number of family homes in their streets being converted to Houses of Multiple Occupation.
In the wrong place, HMOs can quickly become a nightmare for existing families. Often streets are unable to cope with the extra parking, fly tipping and rats can increase as there is not space for enough bins to cope with the additional occupiers. Too often these do not require planning permission, denying you a say in changes to your street.
In 2021 the council introduced new planning rules to control rising numbers of HMOs in the City Centre, Toxteth, Dingle, Anfield, Kensington and parts of Wavertree. This has resulted in developers moving into other parts of the city, including Walton, Old Swan, Aigburth, Mossley Hill and Garston.
Liberal Democrat councillors are pressing the council to expand this "Article 4 Area citywide, giving all parts of the city protection against inappropriate HMOs.

Control the spread of HMOs
We the undersigned want local communities to have more say over the conversion of homes into Houses of Multiple Occupation. We call on Liverpool City Council to extend the existing "Article 4 Area" citywide, so that all HMOs are required to seek planning permission.
